All cycle dealers shall at the time of sale of a cycle, attach to the down tube of the frame of the cycle, a registration insignia provided to the dealer by the City for that purpose. Such registration insignia shall bear the applicable NCIC Agency Identifier number and the registration number of the cycle. Such numbers shall coincide with the numbers appearing upon the registration certificate required by this chapter. (Prior code § 14-22)
