In the event that an owner acquires a cycle other than through a sale to him by a cycle dealer, he shall make application with the office of the City Recorder in person, by mail or otherwise for registration certificates and registration insignia. Upon receipt thereof, the buyer shall complete such registration form and file the original thereof with the office of the City Recorder. He shall thereupon attach the registration insignia to the down tube of the frame of the cycle in the same manner as required of cycle dealers in this chapter. (Prior code § 14-24)
