All persons owning cycles which have not been registered pursuant to the provisions of this chapter or of any other predecessor ordinance permitting or requiring registration may apply to the office of the City Recorder for registration forms and registration insignia, complete the registration certificate, file it with the office of the City Recorder and attach the applicable registration insignia to the cycle as provided for dealers in this chapter.
