12.16.030 Responsibility for obstructions on sidewalk and adjacent street.

No person owning, occupying or having the control of any premises shall place or permit to be placed upon the sidewalk or on the half of the street next to such premises any of the following:
A. Any broken ware, glass, filth, rubbish, refuse, ice, water, mud, garbage, ashes, tin cans or other like substance;
B. Any wagons, lumber, wood, boxes, fencing, building material, dead trees, tree stumps, merchandise or other thing which shall obstruct such public street or sidewalk or any part thereof, or the free use and enjoyment thereof, or the free passage over and upon the same or any part thereof, without the permission of the City Council.
