The only substance allowed to be discharge under this chapter into the City’s stormwater system is stormwater, surface drainage, subsurface drainage, groundwater, roof runoff, or other nonpolluted water. Such water may be discharged only into stormwater facilities which have adequate capacity for the accommodation of such water as determined by the City Engineer.
