Water service pipes shall be so arranged that the supply to each separate house or premises may be controlled by a separate stopcock and the water meters placed at or near the property line. Before water will be supplied through such service pipe, some person shall agree to be responsible for and pay for all water used through such service. (Prior code § 26-56)
