No person by himself or his household, servants or agents shall open, interfere with, injure, deface or other wise impair the workings of any water meter. No person other than a duly authorized employee of the water and sewer department of the City shall remove any water meter from any premises. No person shall post on any premises any water meter signs where no water meter has been installed, and no person, with intent thereby to evade assessment of water rates, shall state that a meter has been installed upon the premises where such meter has not been installed.
