All costs connected with the repair or cleaning or service lines form the point of use to the water and sewer mains shall be borne by the user. All water and sewer users shall keep their service pipes and connections and other apparatus in good repair and protected from frost at their own expense, but no person, except under the direction of the water department, shall be allowed to dig into the street for the purpose of laying, removing or repairing any service pipe.
