No person shall stop or obstruct the passage of water in any street, gutter or public sewer, stormwater pipe, culinary water pipe, or hydrant. Approved stormwater detention/retention areas, or other similar structures designed to capture and utilize surface runoff shall not be deemed a violation of this section.
