The owner of any dwelling, commercial building, or other structure used for human occupancy shall furnish such premises with bathrooms and sanitary facilities as required by applicable building codes and shall at all times maintain the same in a sanitary condition. No person shall dispose of or deposit any wastewater or human excreta within the City, except in a sanitary sewer, or utilizing a lawful on-site wastewater system (septic system) approved and constructed in accordance with the specifications of the Utah Department of Environmental Quality.
