Standards for design, construction, specification, and inspections of street improvements, curbs, gutters, sidewalks, storm drainage and flood control facilities and street lighting shall be prepared by the City Engineer, Highway Department and the Building Inspector; standards for water distribution and sewage disposal by the Water and Sewer Departments; and similar standards for fire hydrants by the Fire Department. All subdividers shall comply with the standards established by such departments and agencies of the City; provided, that such standards shall be approved by the City Council.
