In addition to those penalties prescribed in Chapter 17.75 of this title, the City staff shall have the right to order a halt to construction of any improvements where, in his/her discretion, there exists a condition which violates or threatens to violate any of the provisions of this chapter. Such suspension of construction activities shall continue until the City Public Works Director or Zoning Administrator is satisfied that measures have been implemented for substantial compliance with this chapter.
