Large scale planned unit developments may be carried out in progressive stages, provided assurance is given to the City that the requirements and intent of this title will be fully complied with. Each stage shall be considered as a separate application. No final plan for the initial stage shall cover less than two and a half acres when such projects are part of the overall project as shown on the approved preliminary plan.
