The City, in conjunction with Grand County, has undertaken to study the lack of affordable housing and identify policies that can increase the supply of affordable housing for the Moab/Grand County workforce. The City finds that tourist lodging-related commercial development is causing demand for affordable housing units, and that there is a deficit of housing units available for occupancy by persons employed in tourism-related occupations. Based on the results of market data, the City finds that it is appropriate and feasible that tourism-related lodging development construct affordable housing units or pay a fee in lieu of construction for the purpose of offsetting the impacts from that type of development.
