Whenever a vacancy shall occur in the office of Mayor, the City Council shall appoint a Mayor, who shall possess all the rights and powers of Mayor until the next municipal election, and until his/her successor is elected and qualified. (Ord. 18-04 (part), 2018: prior code § 2-18)
