The Treasurer shall not pay any funds owned or held by the City to any person unless the expenditure is duly appropriated and authorized upon action of the City Council, the purchasing agent, or the City Manager as otherwise provided by law. (Ord. 18-04 (part), 2018: prior code § 2-38)
