For all procurements having a cost which is likely to exceed twenty-five thousand dollars, but which is not to exceed fifty thousand dollars, the purchasing agent shall solicit competitive proposals from at least three vendors. All responsive proposals shall be reviewed by the purchasing agent as to the most favorable proposal with respect to price, quality, reliability, availability, and performance of the vendor. The purchasing agent, in his/her discretion, may approve the procurement, request additional information, reject all proposals, or refer the procurement to the City Council for a decision.
