In procurements subject to Section 2.28.050, if fewer than three proposals are received by the submittal deadline and the department head provides sufficient documentation to the purchasing agent that the request for proposals have been sent to: (1) five providers; and (2) all local providers of the property or service to be procured, then the requirement for at least three proposals may be waived by the purchasing agent if the proposals received are deemed competitive and fair.
