For procurements involving essential public works and having a cost in excess of twenty-five thousand dollars but not exceeding fifty thousand dollars, the purchasing agent and the City Manager may waive the competitive proposals requirement; provided, that the purchasing agent obtains written proposals from at least three vendors and the purchasing agent determines that the proposals are competitive and fair.
