All blank receipts, permits, certificates of license or other blank forms and tags and metallic plates which are intended to facilitate or place a check upon the collection of the revenue shall be subject to the approval of the City Recorder, and shall be provided by him as directed by the City Council and remain in his custody for issuance as may be required. The City Recorder shall deliver such blank receipts, permits, certificates of license or other blank forms and tags and metallic plates to the proper officers, as may be required, and shall take receipts therefor. All officers shall be accountable to the City Recorder for the blank receipts and other forms and tags and metallic plates. (Prior code § 8-6)
