Under the rules of the City, any funds deposited to its credit with Zion’s First National Bank of Moab or First Security Bank of Moab may be withdrawn by the combined signatures of one of the Recorder or Deputy Recorder and any one treasurer or Deputy Treasurer who are authorized to endorse and sign checks, drafts, and orders for payment of money in accordance with signature cards accompanying this authorization. In the absence of either both the Recorder and Deputy Recorder or both the Treasurer or Deputy Treasurer, the above mentioned city Councilmember shall be authorized to endorse and sign checks, drafts, and order for payment of money in accordance with signature cards accompanying this authorization by the combined signatures of one recorder or Deputy Recorder or treasurer or Deputy Treasurer and one city Councilmember.
