All franchises and grants of special privileges shall be nonassignable without the express permission of the City Council, whether such limitation is set forth in the body of the franchise or grant or not. All assignments of franchises and special grants shall be in writing, and a copy thereof filed in the City Recorder’s Office before any such assignment or transfer will be recognized by the City.
