All animal quarters, pens, runs and other structures or locations in which dogs, cats or other household pets are kept shall be kept in a clean, sanitary and healthy manner. All such areas shall be maintained as necessary to prevent odor or health and sanitation problems. The owner or occupant of any premises permitting such conditions who does not abate unhealthy or unsanitary conditions in these areas within three days of notification by the animal control officer shall be guilty of a misdemeanor.
