A. An impounded animal shall be observed and shall be examined by a veterinarian.

B. It is unlawful for the owner or caretaker of any animal that has bitten a person or animal or has exposed a person or animal to the possibility of contracting rabies to fail, refuse or neglect to allow, or in any way prevent, an examination of such animal by a licensed veterinarian upon the request of an animal control officer, the animal shelter manager, a police officer, the City Manager, or an official of the district health department, or to fail, refuse or neglect to allow, or in any way prevent, such animal from being impounded or quarantined.
