No person shall keep any guard dog for the purpose of guarding or protecting real or personal property in the City without first obtaining a permit from the City and paying a fee established by resolution. The permit shall list the location at which the dog is to be kept, and shall be nontransferable to any other location. Guard dog permits shall expire after one year from the date of issuance.
