If, upon completion of an investigation of a complaint, the City Manager determines that an unlawful employment practice has occurred and is unable to secure an acceptable conciliation agreement from the respondent, then the City Manager shall file a report with the City prosecutor for review, issuance of an information, and the initiation of an action in justice court.
