In the event that the sale of a cycle involves a cycle previously registered and bearing a registration insignia, the dealer or buyer, whichever is applicable, shall in addition to all other reporting and recording make a record of the former number and make a report of the former insignia number to the applicable city office at the same time that the registration certificate involving the sale is filed.
