It is the purpose of this chapter to promote and protect the public health, safety and general welfare by providing for the regulation of the planting, maintenance and removal of trees, shrubs, and other plants within public spaces; to provide a basis for the professional management of public trees; to provide for their enduring viability and safety; and to perpetuate the many contributions they make to the financial, social, aesthetic and environmental well-being of the City and its residents and visitors.
