If any section, subsection, sentence, clause or phrase of this chapter is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this chapter. The Moab City Council hereby declares that if one or more of these sections, subsections, sentences, clauses or phrases shall be declared unconstitutional, that all other sections, etc., shall remain in full force and effect.
