The building inspector is authorized to make and to adopt such written regulations as may be necessary for the proper enforcement of the provisions of this chapter; provided, that such regulations shall not be in conflict with the provisions of this chapter, and the penalty for violation of the provisions thereof shall be the same as the penalty for violation of the provisions of this chapter.
