The City Council shall sit with unlocked doors and shall keep minutes of its own proceedings. The votes for or against shall be taken upon the passage of all ordinances, all propositions to create any liability against the City, and in all other cases at the request of any member, which shall be entered upon the minutes of its proceedings. Unless otherwise provided for by law, the concurrence of a majority of the Council shall be necessary for the passage of any such ordinance or proposition. A majority of the Council shall constitute a quorum to transact council business. (Ord. 18-04 (part), 2018: prior code § 2-10)
