No dogs, cats or other animals shall be permitted, even though on leash, to be on or upon the premises of any church, public hall, school premises or grounds, including city parks, except upon written permission of the authority exercising control over such property. An exception to this provision shall be made in the case of a service or assistant dog in service to a person with a disability exercising his or her right to access public facilities under the provisions of the Americans with Disabilities Act and Utah Code Sections 62A-5b-102 through 62A-5b-106.
