All public fire hydrants shall be under the control of and shall be kept in repair by the public works department, and in case of fire the fire department shall have free access to such hydrants. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom, without special permission from the City, or obstruct the approach thereto.
