No final plat of a subdivision of land shall be recorded, except as provided in Section 16.08.020, without receiving a statement signed by the City zoning administrator certifying that the improvements described in the subdivider’s plans and specifications meet the minimum requirements of all ordinances of the City, that they comply with the recommendations of the City Engineer, the Planning Commission, the planning coordinator, the fire department, the utility supervisor, and other applicable agencies.
