All parking spaces, parking areas and driveways must be hard-surfaced (paved) and properly drained with no drainage running across public or private walkways. Hard surface shall be paved concrete, asphalt or other pavement systems that perform similarly for the intended use as approved by the public works director. All weather, nonpaved driveways and parking areas may be permitted within planned unit developments containing three or fewer total dwelling units.
