Except for the provisions of Section 6.04.090 (Licensed cats permitted to roam), the owner or caretaker of any animal shall not allow the animal to run at large within city limits or to trespass on public property or private property without the prior approval of the property owner. Except for the provisions of Section 6.04.090 (Licensed cats permitted to roam), the animal control officer and law enforcement officer shall have the authority to impound any animal found to be running at large within city limits.
